informed the Senior Consul in reply that the Consular
Body should use their om discretion in lodging a local
protest against the vislation of the rights of the
Chinese Maritime Customs from whose swatody the "BAV*
had been forsibly removed. After die sonsideration the
Consular Body decided to refrain from delivering a local
protest of this nature in the absense of a formal
request to do from the Comissioner of Custom, but the
Senior Consul subsequently requested instructions from
the Doyen as to what steps the Consular Body were entitled
to take in the event of similar causes arising in the
future. This aspect of the matter is still under
consideration of the Corps Diplomatique, but when the
Doyen's Cireular covering the Canton Senior Conmal'a
communication above referred to reached me I minuted it to
the effect that the seimare of a foreign marchant ship
by the Chinese local authorities in violation of the ship-
ping rights enjoyed by the country whose flag the vessel flies appeared to meto be a matter to be dealt with by the Diplomatic mɖor Consular Representatives of that country
and that in these circumstanses I could not see my my to issue instrustions to His Majesty's Consul-General at
Cantom to meet the hypothetical cases raised by the Consular
Body, such cases as they arise having to be treated on
their merits by the authorities of the State conserned.
